## Summary

Paraguay has a statutory residence process and territorial personal-income-tax rules. Whether a particular setup works depends on the applicant, income and other countries involved, not on an “OECD-approved” marketing label.

---
Paraguay residency is a real government process. The useful question is whether the setup you are being offered matches the law and your circumstances.

A provider should be able to explain which permit you will apply for, what happens after the first visit, what tax documents are included and which claims need a home-country adviser. Here is how to check the offer.

## Start with the official process

Migraciones publishes the requirements for temporary residence, including identity, entry and background documents. A residence application is not approval. The ordinary process leads through temporary residence before the permanent stage. You can compare a provider's document list with the [official temporary-residence requirements](https://migraciones.gov.py/residencia-temporal/).

Ask for the application route by name. If someone offers immediate permanent residence, ask which legal exception or different route applies to you. Do not assume every nationality or family situation follows the same process.

## Check what “tax residency” means in the offer

A residence permit, cédula, RUC and fiscal residence certificate serve different purposes. A provider should specify which ones it coordinates and when. The [document comparison guide](/blog/posts/paraguay-residency-ruc-tax-certificate) makes that distinction visible.

The tax certificate is a separate application governed by DNIT rules. It does not come automatically with the immigration permit. [General Resolution 65/2020](https://www.dnit.gov.py/documents/20123/202522/Resoluci%C3%B3n%2BGeneral%2BN%C2%B065-2020.pdf/e5fb7814-34fc-4744-96c8-d99aee6d9d54?t=1684165234838).

Similarly, Paraguay's source rules require an analysis of the income. “Paid into a foreign bank” is not a complete tax explanation. [Law 6380/2019](https://www.bacn.gov.py/leyes-paraguayas/9332/ley-n-6380-de-modernizaci-n-y-simplificaci-n-del-sistema-tributario-nacional).

## What does the OECD actually say?

The OECD's May 2026 update says Paraguay is preparing to begin automatic financial-account information exchanges in **2027**. That is a planned commencement date, not evidence that Paraguay has already exchanged automatically since 2021. [OECD's 2026 update](https://www.oecd.org/en/networks/global-forum-tax-transparency/news-events/2026/steady-progress-on-tax-transparency-increasingly-translates-into-domestic-revenue-rewards-for-latin-american-countries.html).

Participation in tax transparency arrangements is not approval of an individual residency package. Avoid relying on claims such as “OECD-approved residency”, “audit-proof” or “your old country cannot challenge this”. A government document can support your position without settling every cross-border question.

## A practical provider checklist

| Ask for | What a useful answer contains |
|---|---|
| The precise immigration route | Permit category, eligibility and official requirements |
| A staged timeline | Initial visit, processing, identity document and later applications |
| A written service scope | Named deliverables, exclusions, fees and refund terms |
| The tax analysis | Who reviews your income and who reviews your former residence |
| Banking scope | Application assistance versus an actual bank decision |
| Ongoing obligations | Who handles filings, renewals and changes in circumstances |

Do not pay based only on a screenshot of someone else's card. Check that your agreement names the service provider and explains who is responsible for each stage. Keep copies of submissions, receipts and issued documents.

## Does a bank have to accept the setup?

A bank makes its own onboarding decision. Ask the bank or provider what it requires for your nationality, residence, business activity and source of funds. An ID card, an address document and a tax number answer different questions; one is not a substitute for all the others.

Be accurate when updating existing accounts. A change of address should reflect the facts and the institution's requirements. Do not treat a bank profile change as the act that ends your previous tax residence.

Our [Paraguay banking guide](/blog/posts/paraguay-residency-banking) shows examples of published provider requirements and how to separate local spending from business accounts.

## What should you verify outside Paraguay?

Your former country's residence rules and any continuing tax on local income still need checking. If you own a business, include the company's position, not just your personal one. Read the [home-country tax guide](/blog/posts/european-nomad-tax-playbook) before assuming a move eliminates every obligation.

## Frequently asked questions

### Is a cédula proof that all my income is tax-free?

No. It is an identity document. Your tax position depends on the applicable tax rules and your circumstances.

### Does OECD participation approve my residency setup?

No. Tax-transparency arrangements do not certify a provider’s package or determine your personal tax outcome.

### Will I get every document on my first visit?

The initial appointment trip and government processing are separate. Ask for a staged timeline rather than a single completion date.
