## Summary

NTH currently plans 4–6 days for initial appointments, followed by separate processing stages. Temporary residence, the cédula, RUC and fiscal certificate do not all arrive on that trip. Retaining a permit and establishing a tax position are separate questions.

---
“How many days do I need?” has several answers. Time at appointments, time waiting for documents and time needed to maintain a valid position are not the same thing.

Use four clocks when planning a Paraguay setup. This prevents a short appointment trip from being mistaken for a promise that the whole process finishes in a week.

## The four clocks

| Clock | What to plan | What it does not tell you |
|---|---|---|
| Initial appointments | NTH currently suggests around 4–6 days, after document checks | The date all documents will be issued |
| Government processing | Separate residence approval and identity-document stages | A guaranteed deadline controlled by an agency |
| Permit retention | Return travel and category-change deadlines | Your tax residence in every country |
| Tax documentation | Registration, compliance and certificate requirements | Automatic exemption for all income |

The appointment estimate comes from [NTH's current service scope](https://nomadtaxhelp.com/services). Confirm the working-day itinerary and any holidays before buying flights.

## Before the first trip

Prepare the [documents for your route](/blog/posts/paraguay-residency-requirements), including authentication and translations. A plan based on unchecked scans can fall apart when the originals are reviewed.

Ask for a sequence of appointments rather than a list of offices. Confirm which steps require you personally, what is submitted during the trip and who will follow up afterwards.

## After the initial appointments

The temporary-residence decision and the cédula are distinct stages. In NTH's October 2026 preparation video, Felix gave planning estimates of roughly **2–3 months for the temporary card** and **6–8 months for the cédula**. These are NTH estimates, not statutory processing guarantees. Reconfirm current expectations for your case. The [booked-call preparation page](/clarity-call-booked#watch-roadmap) includes the roadmap video.

Do not schedule an asset disposal or an irreversible business change around an estimated card date alone. If another step depends on a document, wait for the document and the relevant advice.

Taxpayer registration and any fiscal certificate then need their own review. The [four-document guide](/blog/posts/paraguay-residency-ruc-tax-certificate) explains their different jobs.

## How often do you need to return?

Migration Law 6984/2022 provides for cancellation after unjustified absence of more than **one year for temporary residents** or **three consecutive years for permanent residents**, subject to the authority's authorisation provisions. These are immigration absence rules, not a universal “one visit makes you tax resident” test. [Articles 54–55 of the migration law](https://www.bacn.gov.py/leyes-paraguayas/10973/ley-n-6984-de-migraciones-0).

Keep a calendar with a buffer before any absence limit. Reconfirm your own status and any permission before a long absence. A social-media claim of “two days a year” does not answer the tax question.

## When does permanent residence happen?

For the ordinary category change, Migraciones specifies the application window starting three months before temporary residence expires. Its published procedure also distinguishes late applications and extensions. Plan the permanent application in advance rather than treating the expiry date as a convenient travel date. [Migraciones' category-change procedure](https://migraciones.gov.py/residencia-permanente-para-el-cambio-de-categoria-de-residente-temporal/).

This is another reason the initial trip is not the complete residency timeline. Keep the permit's actual expiry date and the category-change checklist in your planning file.

## What to ask before committing to a travel schedule

Comparing this with time in the UAE? Our [Paraguay versus Dubai guide](/blog/posts/paraguay-vs-dubai-tax-residency) explains why the UAE's domestic tax-residence tests cannot all be reduced to a single day count.

- Which route am I applying under, and what has to be completed in person?
- Which documents will still be outstanding when I fly home?
- Who follows up, and how will I see the application status?
- What requires a later appointment or visit?
- When do my permit, identity document and tax certificate expire?
- What tax steps in my former country depend on dates or evidence?

Your own circumstances set the final schedule. The [home-country tax guide](/blog/posts/european-nomad-tax-playbook) helps identify the other side of the move. ## Frequently asked questions

### Does a four-day visit finish the entire setup?

No. The short visit covers appointments. Government processing and later identity and tax documents are separate stages.

### Are the two-to-three-month and six-to-eight-month estimates guaranteed?

No. They were NTH planning estimates given in October 2026. Confirm current expectations for your case before arranging dependent steps.

### Does returning once a year settle my tax residence?

No. Permit-retention rules, fiscal documentation and tax rules in other countries need separate consideration.
