## Summary

The residence permit establishes immigration permission; the cédula identifies you; the RUC registers you for tax purposes; and a fiscal residence certificate records the tax authority’s certification. They are different documents, not interchangeable proof of a tax-free setup.

When someone offers “Paraguay tax residency”, ask which documents are included. Four names come up repeatedly, and confusing them makes it hard to compare services or know what to give a bank or accountant.

## The four documents at a glance

| Document | Responsible authority | What it is for |
|---|---|---|
| Residence permit / carnet | Dirección Nacional de Migraciones | Immigration status and permission to reside |
| Cédula de identidad | Policía Nacional | Paraguayan identity document |
| RUC | Dirección Nacional de Ingresos Tributarios (DNIT) | Taxpayer registration |
| Certificado de Residencia Fiscal | DNIT | Certification of fiscal residence for the stated period |

The migration law treats the permit and identity document separately. DNIT runs the tax processes. [Migration Law 6984/2022](https://www.bacn.gov.py/leyes-paraguayas/10973/ley-n-6984-de-migraciones-0); [DNIT taxpayer registration](https://www.dnit.gov.py/en/web/portal-institucional/registro-%C3%BAnico-de-contribuyentes-ruc-).

## Residence permit and cédula

For the ordinary route, temporary residence precedes the later permanent stage. The cédula is an identity document issued through the police, not a fiscal certificate. Temporary residents' identity-document validity is tied to their residence period under the migration law. [Articles 58 and 62–63](https://www.bacn.gov.py/leyes-paraguayas/10973/ley-n-6984-de-migraciones-0).

Use the [requirements guide](/blog/posts/paraguay-residency-requirements) for preparation and the [timeline guide](/blog/posts/paraguay-residency-days-and-timeline) to separate appointments from processing.

## What is the RUC?

RUC means Registro Único de Contribuyentes. It is the taxpayer register, not a declaration that every receipt is exempt. Register the activities and obligations that apply to your situation and keep the details current. DNIT publishes the current process and required documents. [RUC registration resources](https://www.dnit.gov.py/en/web/portal-institucional/registro-%C3%BAnico-de-contribuyentes-ruc-).

Agree with your accountant who will monitor the account, submit required returns and retain filing receipts. Do not assume everyone has identical monthly obligations or that no tax payable means no filing work.

## What does the fiscal residence certificate require?

Under General Resolution 65/2020, a taxpayer applicant needs a RUC, up-to-date compliance and the required identity-document copy. The resolution also provides for non-taxpayer applicants. Individuals must supply the migration-movement record for the period concerned. [Articles 1–3 of Resolution 65/2020](https://www.dnit.gov.py/documents/20123/202522/Resoluci%C3%B3n%2BGeneral%2BN%C2%B065-2020.pdf/e5fb7814-34fc-4744-96c8-d99aee6d9d54?t=1684165234838).

The same resolution provides a ten-working-day issuance period following submission where the application is accepted, and one-year validity from issuance. That is not a ten-day promise for the whole residency setup. Preparation, supporting documents and a rejected or incomplete application are separate issues.

Confirm the current submission channel with DNIT or the person handling the application. The original resolution contains a COVID-era email procedure; do not treat that historical provision as a current universal filing instruction.

## What should you send to a bank or former tax authority?

Start with what the recipient has actually requested. If a bank wants identity, provide an accepted identity document. If it wants address or source-of-funds evidence, a tax number alone may not answer the request. If a tax authority asks for fiscal residence evidence for a particular year, check that the document covers that period.

A certificate is supporting evidence. Its existence does not automatically settle another country's residence test, the treatment of a company, or the source of each income stream. The [home-country guide](/blog/posts/european-nomad-tax-playbook) explains why those questions need their own review.

For bank applications, use the [banking document and account checklist](/blog/posts/paraguay-residency-banking) to prepare identity, address and source-of-funds evidence together.

## Keep a simple document register

For each document, record the application date, issue date, expiry date, period covered and next action. Store the original and a readable copy. Add the contact responsible for renewals or corrections.

This is particularly useful when an agency coordinates the work: you should be able to see what has been submitted, what has been issued and what is still outstanding without relying on the phrase “your setup is done”.

NTH's Premium+ service lists coordination of residency, cédula, RUC and the fiscal certificate subject to eligibility. [See the current inclusions](/services), then confirm the sequence and responsibilities in your written proposal.

## Plan the next step

Once documents are issued, use the [maintenance checklist](/blog/posts/maintaining-paraguay-residency) to track renewals and registered obligations. If a company is part of your plan, read [how Paraguay residency and a US LLC fit together](/blog/posts/paraguay-residency-us-llc).
## Frequently asked questions

### Are the RUC and fiscal residence certificate the same?

No. RUC is taxpayer registration. The fiscal residence certificate is a separate document issued under the relevant DNIT procedure.

### How long is the fiscal residence certificate valid?

General Resolution 65/2020 provides for validity of one year from issuance. Check the period certified and what the recipient requires.

### Does the cédula prove that my foreign income is exempt?

No. It identifies you. Income source, tax classification and other-country obligations must be assessed separately.
