A legal base. Room to travel. A different approach to tax.
For digital nomads and international earners, Paraguay brings together a territorial tax system, a route to long-term residency and flexibility to spend time abroad.
This guide explains the appeal, the practical commitments and how it compares with Dubai and Portugal, so you can decide whether it belongs on your shortlist.

THE CASE FOR PARAGUAY
What makes it worth considering.
The attraction is the combination: a place you can legally belong, a tax system built around income source, and a residency you can maintain while travelling.
01
Keep more of qualifying foreign income
Paraguay’s personal income tax focuses on Paraguayan-source income. Genuinely foreign-source income can fall outside it. The important question is where your income legally arises, not which account receives it.
The standard temporary-residency route does not list a property purchase or a large investment as a requirement. It starts with documents and an in-person application, and provides a route towards permanent residency.
Residency can fit a life that includes time abroad. Keep track of permitted absences and renewal dates. The immigration rules and the evidence needed for your tax position are separate.
Residency and a Paraguayan cédula give you formal local status and identification. Combined with genuine address and tax records, they can help you explain your circumstances to financial institutions.
Asunción can offer lower housing and everyday costs than Dubai or Lisbon. Numbeo’s crowdsourced comparisons show lower reported rents and restaurant prices. Use them as a starting point, then price the neighbourhood and lifestyle you want.
Paraguay residency is one part of your setup. Your income, your travel and your ties elsewhere determine the rest.
01 / YOUR RESIDENCY
Can you establish your base here?
Immigration residency, tax registration and a tax-residency certificate serve different purposes. A certificate is a separate application with supporting evidence, including migration records.
A foreign client or overseas bank account does not automatically make income foreign-source. Work performed in Paraguay can be taxable there. Review your work location, income type and company structure.
A home, family, work or time spent elsewhere can keep you within another tax system. Staying under 183 days everywhere does not, by itself, settle that question.
Consider it if you want to establish your home or business in the UAE.
Personal tax
Wages and personal investment income are outside UAE corporate tax. A natural person’s UAE business activity can enter its scope above AED 1 million annual turnover.
Residency & presence
Domestic tax tests include 183 days; 90 days plus qualifying status and a permanent home or UAE work/business; or a primary residence and centre of financial and personal interests.
Budget for
Your visa route, housing, insurance and, where relevant, a business licence, renewals and accounting.
The key question
Can you meet the relevant presence and substance requirements?
Consider it if living in Portugal is central to the life you want.
Personal tax
Residents generally face tax on worldwide income. IFICI can provide benefits for eligible activities and people; it is not a general tax exemption for nomads.
Residency & presence
Tax residence can arise after more than 183 days in a relevant 12-month period, or through a habitual home even with fewer days.
Budget for
The appropriate immigration route, housing, insurance, professional help and your Portuguese tax obligations.
The key question
Would you choose life in Portugal even without a special tax regime?
These are starting points, not an individual tax calculation. Immigration permission, domestic tax residence and treaty eligibility must each be checked. Budget categories are a planning checklist, not like-for-like price quotations.
THE REAL-WORLD DETAILS
What choosing Paraguay actually involves.
Know the paperwork, the visits and the ongoing commitments before you make plans.
01 Getting residency
The standard temporary permit lasts up to two years and allows access to a cédula for the same period. You apply in person with the required identity, birth and criminal-record documents, legalised or apostilled and translated where necessary. Entry-visa requirements depend on nationality.
A short application trip starts the process. It does not mean all cards and tax documents are issued during that trip. Ask for current appointment and processing estimates before booking flights.
The law provides for cancellation after unjustified absence of more than one year for temporary residents, or more than three consecutive years for permanent residents, subject to authorised exceptions. Keep entry records and arrange visits and renewals for your status.
This is an immigration rule. It does not mean a one-day visit proves tax residence everywhere. Your tax certificate, treaty position and home-country exit need their own assessment.
The published cash fee for standard temporary residency is PYG 2,926,925, effective 1 July 2026. This is one government fee, not the total setup cost. Other certificates, document legalisation, translations, travel and any professional support add to the budget.
Plan for recurring address, accounting and filing costs where applicable, plus return travel and later residency stages. Compare written total-cost estimates, including year two, rather than headline prices alone.
A documented base is useful when a bank asks where you live or pay tax. But the information must describe your real situation. Your residential address, company registration address and business trading address can be different.
For example, Wise asks for personal address evidence and distinguishes a company’s registered address from where it actually operates. Check your provider’s supported countries and accepted documents before changing account details.
Visit the neighbourhoods you would actually use. Check accommodation, internet, transport, healthcare and how Spanish-language administration would work for you. Build a budget around your own standards and travel schedule.
Allow for hot weather, heavy rain and local road conditions. Check healthcare cover and current health advice, including mosquito-borne illnesses. Everyday practicalities deserve as much attention as the tax plan.
You want a formal base while spending time in different countries.
You earn internationally and want to assess territorial taxation.
You can travel for the application and maintain your documents and status.
You want a second residency, whether for tax planning, future relocation or a Plan B.
Resolve these questions first
Where will you actually live and perform your work?
Which countries can still tax your income or company?
What evidence will your banks and tax authorities require?
What will setup and maintenance cost over several years?
