Paraguay Crypto Tax in 2026: Residency and Reporting Rules

Felix Yanez-Bowker · · Updated 3 November 2026 · 4 min read

Before selling a crypto portfolio after a move, separate three questions: which country can tax you, how it treats the transaction, and what you must report. A zero tax bill on a particular transaction does not necessarily mean no reporting.

The claim that a foreign exchange or a self-custody wallet automatically makes every gain foreign-source is too broad. A blockchain does not provide a simple “foreign address” for tax purposes.

What changed in 2026?

DNIT’s General Resolution 47/2026 introduced an annual cryptoasset information return. It covers platforms operating in Paraguay and specified resident individuals and entities using foreign platforms or transacting without an intermediary when annual transactions exceed US$5,000, individually or in aggregate.

For taxpayers with a 31 December year-end, it applies from the 2026 fiscal year. The return is due in the third month following year-end under the relevant filing calendar, through Marangatu. Covered users must register obligation 959-DJI Criptoactivos; those without a RUC must register. The rule covers more than cashing out, including holdings, transfers, swaps and rewards. Read Articles 3–7 of Resolution 47/2026.

That threshold measures transactions, not simply taxable profit. Have your accountant check your actual activity against the rule rather than comparing it only with the gain you withdrew.

Reporting and tax are different questions

The new return does not establish a blanket 0% crypto regime. Paraguay’s tax law distinguishes income types and sources. The correct treatment needs to address what you do and whether you hold assets personally or operate through a business. Paraguay’s tax law.

Give the adviser a complete activity list: occasional sales, frequent trading, mining, staking, lending, liquidity pools, token compensation or other rewards. Do not carry a conclusion about one activity across to all of them.

Moving does not erase the earlier tax position

The date on a residency card is not necessarily the date your old tax residence ends. Before a disposal, check the departure-year rules, any applicable exit taxes, continuing source-country taxes and consequences of a later return.

For example, HMRC’s temporary non-residence rules can bring certain income and gains into charge when a person returns to the UK, if the conditions apply. A period abroad is not automatically a permanent escape from UK tax. HMRC’s residence guidance.

Build a transaction file before changing accounts

RecordWhy to keep it
Acquisition dates, quantities and costsReconstruct the history of the position
Exchange exports and wallet historyReconcile trades, transfers and balances
Ownership of wallets and accountsDistinguish your own transfers from third-party transactions
Fiat values and fees at transaction timeSupport reporting and any tax calculation
Work and travel recordsEstablish what you were doing and where
Written advice and filed returnsRecord the treatment actually adopted

Export the history before closing an account. Keep access to records even if the exchange no longer serves your new residence. Update identification details accurately; moving coins or changing an IP address does not establish a new tax position.

Before converting and transferring funds, review the receiving provider’s requirements using our banking preparation guide. Account acceptance and deposit protection are separate from the tax treatment of the sale.

Questions to settle before a sale

  1. On the intended sale date, where will I be tax resident under each relevant country’s rules?
  2. How will each transaction be classified, including swaps and rewards?
  3. Does the Paraguay reporting obligation apply to my annual activity?
  4. What documents will the receiving bank need for source-of-funds checks?
  5. What changes if I return to my former country?

If Paraguay fits the wider plan, start with the residency process and document distinctions. NTH’s service coordinates the residency setup; a large crypto disposal needs advice on the actual portfolio and jurisdictions before execution.

Frequently asked questions

Are all crypto gains tax-free after I get Paraguay residency?
No. A residence permit alone does not settle the source or tax treatment of a crypto transaction, or your obligations in another country.
Is the US$5,000 reporting threshold a profit allowance?
No. Resolution 47/2026 uses an annual transaction threshold for the specified resident users, rather than a tax-free profit allowance.
Does using a foreign exchange remove reporting obligations?
No. The 2026 rule expressly covers specified resident users transacting through foreign platforms. Check the scope and threshold with your accountant.
