Paraguay vs Dubai Tax Residency: A Nomad's Guide

Nomad Tax Help · · 6 min read

For a travelling founder, the best setup is one you can keep using as your life and business grow. A low headline tax rate helps little if the residence requirements, company costs or travel commitments do not fit.

This comparison focuses on non-US digital nomads, remote workers and founders. NTH offers Paraguay services, so our recommendation below is a practical fit assessment, with official sources for the rules. US citizenship and other continuing tax obligations need separate analysis.

The sections below explain the rules behind the table. For the Paraguay process in more detail, see our residency guide.

How much time would you need to spend there?

Paraguay: separate the appointment trip from ongoing requirements

The ordinary temporary permit is valid for up to two years and precedes the ordinary permanent route. Applying, receiving documents and maintaining status are separate stages. Migraciones temporary residence requirements.

A short appointment trip is not a universal promise that a fixed number of days gives everyone tax residency or ends their home-country obligations. Our days and timeline guide separates appointments, processing, return visits and the later permanent stage. The document guide explains the separate fiscal certificate.

Dubai: 183 days is not the only domestic test

UAE domestic rules include three alternative routes for individuals:

  • Usual or primary residence and the centre of personal and financial interests in the UAE.
  • At least 183 days there during a consecutive 12-month period.
  • At least 90 days during that period, with the required UAE/GCC nationality or valid UAE residence permit, plus a permanent home or employment/business in the UAE.

The 90-day route has conditions; it is not a visitor’s automatic entitlement. Dubai government’s tax-residence explainer.

If you need a certificate for a particular tax treaty, check that treaty and the applicable evidence requirements. Meeting a domestic test is not a blanket answer for every treaty. FTA tax-residence guide.

Which immigration route are you comparing?

Dubai is not a single company-formation package. For example, GDRFA’s virtual-work residence permit is renewable for one year and requires evidence of remote work outside the UAE and income of at least US$3,500 per month, alongside the listed identity, insurance and other documents. GDRFA virtual-work permit.

That route may be relevant to a remote employee who wants to live in Dubai. A founder establishing a UAE company is making a different decision, with different costs and obligations. Choose the route before comparing prices.

For Paraguay, start with the residency document checklist. Compare a complete written proposal against that process rather than treating an agency fee as the entire cost of moving.

What happens to your income and business profits?

Paraguay

Paraguay’s source-based rules can be attractive for qualifying income arising abroad. But “my customer is overseas” and “I use a foreign bank” do not settle the source of a service payment. Where the work is performed and how the income is classified matter. Paraguay Tax Law 6380/2019.

List your actual income streams: salary, consulting fees, company distributions, investments or trading. Then assess each one alongside your company’s obligations. Do this before putting a projected zero into your savings calculation.

Dubai / UAE

The standard UAE corporate-tax calculation generally applies 0% to the first AED375,000 of taxable income and 9% above that threshold. Special rules, including those for qualifying free-zone persons, can change the treatment. This is not a flat 9% tax on every resident’s income. FTA taxable-income guide.

For a natural person, the FTA says UAE business activity comes within corporate tax when annual business turnover exceeds AED1 million. Wages and qualifying personal investment and real-estate investment income are excluded from that business-activity calculation. Turnover and taxable profit are different measures. FTA natural-person rules.

There is also conditional Small Business Relief. In August 2026, the Ministry of Finance announced an extension to tax periods ending on or before 31 December 2029, retaining the AED3 million revenue threshold. Eligibility and the relevant conditions still need checking. Ministry of Finance announcement.

Compare the full first year and the following year

NTH’s Paraguay Premium+ service is US$5,950. The cost breakdown explains inclusions and separate costs. That is a service package, so comparing it with a bare UAE permit fee would be misleading.

Ask each provider for the same two totals:

First yearFollowing year
Residency and identity-document workPermit and document renewals when due
Company formation if requiredLicence, registered-address and company compliance costs
Document preparation, travel and accommodationTravel needed to maintain your chosen setup
Insurance and housing commitmentsContinuing insurance and housing commitments
Tax registration and initial adviceAccounting, filings and continuing advice

Then compare the resulting budget with your expected tax position. A setup that costs more can still make sense if you want to live there or need its business infrastructure. A cheaper permit is not automatically a cheaper complete plan.

What about banking?

Assess banking separately from the residency sale. For Paraguay, our banking guide covers local spending, overseas business accounts and the documents providers request. In the UAE, Emirates NBD publishes different document requirements for individual and company applications. Emirates NBD account documents.

Check your nationality, actual residence, company activity, currencies and payment routes with the bank. A residence permit or incorporation certificate does not guarantee acceptance.

Which should you investigate first?

Start with Paraguay if you want a South American residence base, expect to keep travelling and want to assess how its source-based tax system fits your income. Work through the travel and document requirements before committing.

Start with Dubai if you want a substantial UAE home or business base and can support the residence route with your actual presence and circumstances. Check whether a remote-work permit meets your needs before assuming you need a new company.

Start with your current country if your home, family or business ties there remain unresolved. Neither destination automatically cancels those obligations. Use our home-country tax guide to identify the questions to take to your adviser.

If Paraguay is the route you want to explore, see what NTH’s done-for-you setup includes. Bring your income types, current company structure and intended travel pattern so the discussion starts with your real situation.

Frequently asked questions

Do you always need 183 days for UAE personal tax residency?
No. UAE domestic rules also include a conditional 90-day route and a route based on usual residence and the centre of personal and financial interests. Treaty eligibility and the evidence needed for a certificate require a separate check.
Is Dubai simply 9% tax while Paraguay is 0%?
No. UAE corporate tax is distinct from personal tax residence, with thresholds and conditional reliefs. Paraguay's treatment depends on the source and type of income. Compare the same person's actual income and business structure in both places.
Does choosing either country end tax residence back home?
Not automatically. Your former country's residence and departure rules must be checked separately, including homes, family, work and business connections that you retain.
